Welcome to the Washington State Agency Commute Trip Reduction (CTR) Program!
Legislation in 2009 directed that all state worksites in the urban growth areas of Olympia, Lacey and Tumwater be included in a Joint Comprehensive CTR Plan. The Joint Comprehensive CTR Plan (PDF 218KB) was updated by the State Agency CTR Advisory Group.
The Legislature recognized the state’s crucial leadership role in establishing and implementing an effective commute trip reduction program and set the policy that directs agencies to aggressively develop programs to reduce commute trips by state employees.
This program in its entirety is managed through the Public Transportation Division within the Washington State Department of Transportation. For more information, please send an email to StateAgencyCTR@wsdot.wa.gov.

Guidance for Employee Transportation Coordinators
Washington’s CTR law requires each worksite to appoint and maintain an Employee Transportation Coordinator (ETC). Each agency must display the ETC’s name, location, and contact information prominently in an area readily accessible to employees.

State Employee Services
The Legislature has provided funding for all state agency employees (with a few exceptions) to cover 100 percent of the cost of a qualifying vanpool fare when participating in a public transit agency vanpool program.

State Agency CTR Advisory Board
The State Agency CTR Advisory Group is a group of practitioners who collaborate with partners, peers, legislators, and constituents to advance CTR work in their respective agencies and communities.
